Patrick McLoughlin, MD THINK Executive Director, Joins CDO Magazine Global Editorial Board

(US and Canada) We are pleased to welcome Patrick McLoughlin, GISP to CDO Magazine’s Global Editorial Board. With two decades of combined experience in the public and private sectors, McLoughlin is a seasoned professional specializing in data, analytics, and digital services. He currently serves as the Executive Director of MD THINK, the State of Maryland’s Health, Human, and Social Services Platform, integrating business practices with cutting-edge data analytics and technology.

Appointed as Maryland's first State Chief Data Officer in 2021, McLoughlin has driven the strategic direction of statewide data management, data sharing, and analytic practices across executive branch agencies. Before joining the state he held significant roles, including Director of Data Solutions at Johnson, Mirmiran, & Thompson, where he steered data strategy, governance, and analytics practices. Additionally, he served as the Director of Business Intelligence for the Maryland Department of Information Technology, leading initiatives in business intelligence, analytics, and the state’s Open Data Program.

McLoughlin’s expertise lies in advancing organizations by maximizing the strategic potential of data. With a Bachelor of Science from Salisbury University, he brings a wealth of knowledge and a proven track record in shaping the landscape of data management and analytics within both public and private sector organizations, through the transformative power of data and digital innovation.
