The U.S. State Department has released a new generative artificial intelligence (GenAI) playbook designed to help federal agencies responsibly adopt and scale AI across their organizations.

Based on lessons learned from developing StateChat and its enterprise AI platform, the playbook offers practical guidance on governance, deployment, workforce training, and long-term adoption.

State Department Chief Information Officer (CIO) Kelly Fletcher and Acting Chief Data and AI Officer Amy Ritualo said the document is intended to help agencies navigate opportunities and challenges as they expand AI initiatives.

“We hope this playbook can be a companion to you in your AI journey. Whether you’re exploring AI’s potential or scaling existing initiatives, the frameworks, tools, and insights included here reflect our lessons learned along the way and we hope they will help you anticipate challenges, seize opportunities, and deliver meaningful results for your agency and the American public we serve,” Fletcher and Ritualo wrote in an accompanying letter.

StateChat, the department’s first GenAI chatbot, launched in 2024 with support from the General Services Administration’s Technology Modernization Fund. The Bureau of Diplomatic Technology’s Center for Analytics led the development of StateChat and the broader enterprise GenAI ecosystem.

According to the playbook, the platform had grown to more than 62,000 users by June 2026 and was in use at 98% of U.S. diplomatic posts worldwide.
