The U.S. Office of Personnel Management (OPM) has launched the Guide to Processing Personnel Actions (GPPA) Navigator, a new digital tool designed to modernize how federal human resources professionals access and apply personnel action guidance.

The GPPA Navigator replaces decades of document-based guidance with a searchable digital platform, enabling more than 40,000 federal HR specialists to quickly access the codes, authorities, and policy guidance required to process personnel actions accurately and consistently.

“The GPPA Navigator is exactly the kind of practical modernization we’re focused on at OPM—taking something that HR specialists use every day and making it faster, simpler, and more reliable. Better tools mean less time searching for guidance and more time serving the American people,” OPM Director Scott Kupor said.

The launch comes as OPM continues a broader modernization effort of the Guide to Processing Personnel Actions. The agency recently completed a comprehensive review of the guide, streamlining content, removing outdated information, and incorporating recent policy updates to better align with the needs of today’s federal workforce.

According to OPM, the new tool is part of its ongoing commitment to delivering user-focused technology that improves government operations. By simplifying access to critical HR guidance, the agency wants to help federal personnel professionals work more efficiently while supporting agencies in delivering better service to the American public.

The latest announcement follows OPM’s recent award of a long-term contract to Oracle to provide the technology foundation for the new HR platform. The move is part of a broader push to modernize federal technology infrastructure, improve operational efficiency, and reduce costs associated with maintaining multiple legacy systems.
