The Office of the Director of National Intelligence (ODNI) is seeking industry input on a data platform that would ingest, organize and correlate economic and financial information from multiple commercial and public sources, according to an October 30 Nextgov/FCW report.
ODNI’s Office of Economic Security and Emerging Technologies launched the market-research effort on October 26. Responses to the request for information are due by 5 p.m. Eastern time on November 16.
ODNI wants a platform, or components that can be assembled together, to collect, organize and correlate unclassified datasets, including commercially available and publicly available information.
According to the report, its primary goals are data management and integration, automated entity resolution and bulk access through application programming interfaces.
The platform would help the intelligence community and selected other government organizations support economic security, foreign investment and supply chain analysis. ODNI envisions it becoming the U.S. government’s primary reference point for understanding the broader economic landscape.
A key requirement is automated entity resolution: the system would need to determine when records from different sources refer to the same company or entity despite differences in names, spellings or other identifying details.
The proposed platform highlights core challenges in building an enterprise-wide data environment for chief data officers (CDOs): bringing together fragmented datasets, resolving inconsistent records and making trusted information available through common access points.
The automated entity-resolution requirement is particularly significant.
Government agencies often hold information about the same organizations across separate systems, making it difficult to establish a consistent view of a company or other entity. Resolving those differences is a prerequisite for reliable analysis and downstream AI applications.
The effort also reflects the broader shift toward treating data infrastructure as a foundation for AI and advanced analytics. ODNI’s requirements center on unified data management, APIs and machine-assisted correlation rather than a single analytical application.
