The Federal Emergency Management Agency (FEMA) has awarded a $405,000 sole-source contract to Ardent Management Consulting to restore and properly decommission its Field Assessment Collection Tools (FACT) system, according to procurement documents.
The FACT system, which supports FEMA’s recovery operations, contains data related to disaster survivor assistance, shelter resident assessments, disaster recovery center inspections, and preliminary damage assessments.
Under the contract, Ardent will restore the system to an operational state and migrate critical data to FEMA’s Response Geospatial Mapping and Analysis Center before the system is retired.
The agency said the contract was necessary because an abrupt contract lapse prevented the agency from completing planned decommissioning and data migration activities. FEMA further noted that Ardent, as the incumbent contractor, is uniquely positioned to restore the system and extract essential data while ensuring compliance with federal records management and IT security requirements. The remediation effort began July 1 and is expected to conclude by Sept. 30.
The move follows a series of contract delays that plagued the FACT system since 2024. FEMA relied on a temporary regulatory measure in March 2025 to keep the platform operational, but a subsequent missed recompete deadline led to the system’s unexpected shutdown. Agency stakeholders ultimately decided to retire the platform.
