Dr. Joe Chapa and Callie King, both previous CDO Magazine 40 Under 40 honorees and AI leaders for the Department of the Air Force, have launched Porchlight Consulting, a boutique firm that helps organizations build AI governance, communications, and workforce readiness around complex cultures, risks, and regulations.

Chapa recently testified before the Congressional Tom Lantos Human Rights Commission at a hearing on “Artificial Intelligence in the Military Domain: Implications for Human Rights.” He urged lawmakers to ask whether a system relies on statistical inference, how it fails, and whether its decisions can be audited after the fact.

“Better AI education can forestall some of these negative outcomes. And whether we wait until the tragedy occurs before we implement better AI education is a choice that is before us right now,” Chapa told the Commission.

Chapa and King started Porchlight to bring their boutique brand of expertise in AI Ethics, Communications, Risk, and Adoption to regulated and high-trust environments, including defense and aerospace, national laboratories, academia, and multinational corporations.

Both co-founders served in high levels of AI Implementation at the Department of the Air Force, with Chapa being the first Chief Responsible AI Officer and the Director of Innovation for the Strategic Studies Group. King also served in communications and strategy roles at the U.S. State Department and Treasury. She was named to the CDO Magazine 40 Under 40 in 2022. Chapa was named to the list in 2023.
