Justin Marsico, CDO and Deputy Assistant Commissioner at the US Bureau of the Fiscal Service, speaks with Bill Sullivan, VP and General Manager at US Federal, Denodo, in a video interview about his professional journey, the work done across the federal government, having a reliable accounting system, transformation, harnessing technology, operational integrity, and the need for prioritization.

Marsico begins by stating that he grew up mostly in Detroit and attended Kenyon College to study music and philosophy. Later, he returned to Michigan and pursued his Master's in Economics and Public Policy. Through the government's fellowship program, which entails taking a civil service equivalent test, Marsico became a civilian federal employee at the Commerce Department.

In continuation, Marsico muses that playing an instrument, particularly the piano, is akin to learning another language. Playing adeptly involves an understanding of notes and the ability to react in the moment with the correct movements. He draws a parallel between playing an instrument and technology, noting that in either case, one needs to be able to ‘speak many different languages,” whether that be through software or interacting with people who have different areas of expertise.

Moving forward, Marsico says that the fiscal service department is a very interesting workplace. It involves financial professionals who manage the financial functions of the executive branch of the federal government. He notes the large amount of the money being spent by the federal government – it comprises up to a quarter of the GDP. This brings a wide range of activities and involves a great deal of diversity, thus providing ample opportunities to learn, he affirms.

"Pay the right person for the right purpose at the right time."

Further, Marsico emphasizes that there are some common aspects to the work done across the federal government. He highlights the importance of paying the right person for the right purpose at the right time. He also mentions the importance of having a reliable accounting system to understand the amount of money the federal government has, the level of debt, and the obligations.

Thereafter, Marsico talks about transformation, harnessing emerging technology, and operational integrity. He hopes that these elements resonate with people in whatever work they do in their organization.

Noting that transformation is one of the common themes that data officers have in addition to data management, Marsico affirms that transforming processes, technology, people, and culture are critical. Furthermore, he feels grateful that other executives manage such initiatives in his organization, which allows him to focus on prioritization. He emphasizes the importance of being ruthless with prioritization.

In conclusion, Marsico states that his prime focus is to determine the priorities of his leadership. He assesses where they are trying to be successful and how he can help them achieve that as a data professional. Further, for the organization to become data-driven, he urges it to identify the main obstacle preventing it from doing so. With this in mind, he focuses on prioritizing his time to invest in projects that drive value.
