(US and Canada) Science Applications International Corporation (SAIC) has promoted Justin Magruder to Partner and Chief Data Officer, Mission Advisory Services. In this expanded role, he will lead data strategy, artificial intelligence, and digital transformation initiatives for government clients.

Magruder previously served as Chief Data Officer where he was responsible for overseeing data management, AI-driven insights, and automation strategies to support government agencies. Before joining SAIC, he founded Noetic Partners, a firm specializing in master data management and enterprise data architecture for financial institutions and regulatory agencies.

His career includes leadership roles at Freddie Mac, Deutsche Bank, Merrill Lynch, and JPMorgan, where he worked on enterprise data governance, AI integration, and cybersecurity initiatives. He is also an Affiliate Professor at the University of Arkansas at Little Rock and an Advisory Board Member for the National Science Foundation (NSF), contributing to STEM workforce development and research initiatives.

Magruder has also participated in ISO working groups on automation and integration, helping develop industry standards for data governance, digital workflows, and AI-based decision-making.
