(US and Canada) We are pleased to welcome Randy Soper to CDO Magazine’s Global Editorial Board. Soper is Chief of Artificial Intelligence at the U.S. Internal Revenue Service. He is the executive lead for the Advanced Analytics Platform, an Inflation Reduction Act modernization initiative supporting the scalability of AI and Trustworthy AI controls for all mission domains. He also leads the architecture of the Service’s future-state AI technology and supports the alignment of IT and AI governance frameworks.
In his role, Soper supports Commissioner-priority efforts to accelerate Generative AI delivery of business value for the Chief Technology Officer. Prior to joining the IRS, he supported the U.S. defense and intelligence communities for nearly twenty years as a civilian employee and a contractor, including multiple roles related to digital transformation and data science. He was the lead consultant on the Department of Justice’s first AI strategy and supported the development of the initial Office of the Director of National Intelligence AI policy.
Soper is a thought leader in the areas of enterprise-scale and trustworthy AI implementation and human-machine teaming. He volunteers with the Computer Society and Standards Association of the IEEE Computer Engineering Technical Association and is currently an officer of the global IEEE AI Standards Committee. He was a volunteer for the NIST Generative AI Public Working Group. He holds degrees in engineering from Virginia Tech.
