Eleonore Fournier-Tombs, New York State Office of Information Technology Services (ITS) Chief AI Officer
The New York State Office of Information Technology Services (ITS) has appointed Eleonore Fournier-Tombs as Chief Artificial Intelligence Officer (CAIO), a newly established role focused on guiding AI strategy across ITS, partner agencies, and the state government. She will support the state’s ongoing AI initiatives under Governor Kathy Hochul, including the Empire AI program, launched in 2024 to drive innovation and AI research.
Fournier-Tombs brings over 15 years of global experience in AI, data governance, digital transformation, and technology innovation. She most recently served as Head of Anticipatory Action and Innovation and Senior Researcher at United Nations University, where she founded the UN’s first AI policy research lab and directed governance and lifecycle management of predictive analytics and AI systems for crisis forecasting.
In her role at ITS, Fournier-Tombs will focus on expanding AI education and generative AI tools for state employees, refining the “Acceptable Use of AI Technologies” policy, and optimizing AI applications to improve government operations while maintaining strong oversight and ethical standards.

Fournier-Tombs is expected to play a central role in advancing the state’s AI capabilities, fostering ethical and accountable AI use, and enhancing service delivery for residents across New York State.
