Applied scientific R&D organization Concurrent Technologies Corporation (CTC) has appointed David Partsch as Chief Data and Information Officer. Partsch brings more than 30 years of technology and operations leadership experience spanning public and private sectors.

Most recently, he served as Chief Data Officer for the Commonwealth of Pennsylvania, where he led statewide data strategy and governance initiatives. His previous roles include Chief Information Officer and Security Officer at InXite Health Systems and at the West Virginia Health Information Network, as well as senior IT leadership positions at Geisinger Health System.

An award-winning executive, Partsch has a strong background in enterprise-wide strategy, data governance, and innovation. He has directed multimillion-dollar infrastructure, data, and digital transformation programs, launched enterprise AI platforms, and developed secure, cloud-native ecosystems. His expertise covers IT, data, GenAI, governance, interoperability, cybersecurity, and product development.
