Celio Oliveira, Canada’s Ministry of Finance Chief Data Officer

The Canadian Ministry of Finance has appointed Celio Oliveira as Chief Data Officer. In his new role, he will help advance the federal government’s evidence-based decision-making agenda, strengthening the policy and delivery foundations required for measurable public outcomes. His forthcoming book, Constitutional Intelligence: A Decision Architecture for Trustworthy AI Governance, scheduled for publication in early March 2026, introduces a practical decision architecture for accountable, human-centred AI in complex institutional environments.

Oliveira holds an MBA in Digital Marketing and a Master’s in Human-Centred Data Science (Knowledge Media Design specialization) from the University of Toronto. In 2025, he was recognized as the only Canadian federal public servant named among the Top 100 Global Leaders in Data, Analytics, and AI, and he was recently invited to join the Future Government Institute (FGI) Fellowship as the 10th Canadian member.

He contributes to the field through multiple advisory and thought-leadership roles, including serving as i3A Executive Advisor at Agriculture and Agri-Food Canada, an editorial board member for CDO Magazine (U.S.), a CIRANO guest co-author on research publications, and visiting faculty at the Canada School of Public Service (CSPS), where he teaches “AI for Executives.”

Oliveira served as Chair of CDAO Canada Public Sector 2025 and, since 2022, has engaged nationally and internationally across government, healthcare, academia, and innovation ecosystems. His work includes delivering advanced machine-learning initiatives to enhance operational resilience, leading data governance implementation at Health Canada’s ROEB (2022–2024), and contributing to enterprise data science strategy at Statistics Canada (2021). He is also a finalist of the Public Service Data Challenge Canada (2024) and the North American Software Testing & QE Awards (2019).
