The City of Boston has named Shin-Pei Tsay Chief Information Officer for the Department of Innovation and Technology (DoIT), where she oversees the city’s technology organization and digital infrastructure. Before returning to city government, Tsay was Director of Policy, Cities and Sustainability at Uber. Earlier, she held leadership roles at the Carnegie Endowment for International Peace and Transportation Alternatives.
Tsay was recognized as a Local IT Leader by StateScoop in 2025 and as a Sustainability Star by Adweek in 2022. She holds a Master of Science in cities, space & society from the London School of Economics and a Bachelor of Arts with distinction in government from Cornell University.
