J.D. Whitlock, Dayton Children’s CIO
(US and Canada) We are pleased to welcome J.D. Whitlock to CDO Magazine’s Global Editorial Board. Whitlock is the CIO at Dayton Children’s Hospital. He leads a 125-member team — including Infrastructure & Operations, Cybersecurity, Project Management, Workday ERP, and Epic EHR — supporting a $600 million pediatric integrated delivery network.
Whitlock was the vice president of Enterprise Intelligence at Bon Secours Mercy Health, a $6 billion integrated delivery network. He led teams focused on Enterprise Data Warehouse, Epic EHR Analytics, Population Health BI, and Data Management. He started his health care career in group practice management and managed care before transitioning into health care IT roles. Whitlock’s 25 years of experience spans government, vendor, and private sector provider organizations.
A retired USAF lieutenant colonel, Whitlock began his military career as a surface warfare officer in the U.S. Navy for seven years. He was a gunnery officer onboard the USS Paul F. Foster (DD-964) during Desert Storm. After completing a master’s degree in health care administration, Whitlock transitioned into the Air Force Medical Service Corps. He served in various health care management roles, including a deployment to Bagram Airfield, Afghanistan, as Patient Administration Division commander during Operation Enduring Freedom in 2007.
Whitlock’s teaching experience includes his current Population and Public Health Sciences adjunct instructor appointment at Wright State University Boonshoft School of Medicine. Additionally, he guest lectures on enterprise analytics and other IT-related topics at Penn State, the University of Cincinnati, and the University of Dayton, among others. Whitlock also spent two years as a full-time adjunct assistant professor of Naval Science at UCLA. He frequently speaks at regional and national conferences such as the Healthcare Information and Management System Society (HIMSS).
As an after-hours “hobby” entrepreneur, Whitlock is a digital health consultant and owner of Whit’s End Consulting, Ltd., and Founder of Certified Organic SEO, Inc., a small internet marketing agency that provides internship opportunities for University of Dayton marketing students. Whitlock holds a Bachelor of Arts in Mass Communication from George Washington University, a Master of Public Health in Health Policy and Management from UCLA, and an MBA in Management Information Systems from the Terry College of Business at the University of Georgia.
