How do you scale IT projects for faster delivery?

"That is a great discussion that gets into Shadow IT, because if we don’t scale fast enough, an organization is going to go figure out how to get it done on its own. Historically, business has scaled internally by having extra power sitting around, a few more computers than needed or an extra guy, but since 2008 when the market dove, many businesses cut to the core. Most organizations are still very lean today and many are now asking, what do I do with this infrastructure that I’ve paid for and I have sitting around, but may not meet my needs anymore? I can go outside to get it, but if I do I’ve got to double check my security and how does that work? I need different people to manage that. Instead of the guy who knows how to go to the computer, do this and that and make it do the widgets, I now need a person who knows how to manage this business. It’s a completely different skill set. I need to be able to communicate, set the requirements, understand the service levels, hound them appropriately when it doesn’t work, give them reports, all of which is a whole lot different than it once was. There’s a metamorphosis taking place and it’s an ongoing challenge for business."
