Newly elected U.S. President Donald Trump has scrapped a 2023 executive order issued by former President Joe Biden, which aimed to mitigate the risks artificial intelligence (AI) poses to consumers, workers, and national security.

Biden’s order mandated that developers of AI systems share the results of safety tests with the U.S. government, under the Defense Production Act, prior to public release.

Executive Order 14110, titled Safe, Secure, and Trustworthy Development and Use of Artificial Intelligence, signed on October 30, 2023, also instructed agencies to establish standards for testing AI systems and to address associated chemical, biological, radiological, nuclear, and cybersecurity risks.

The scrapping is part of the incoming Donald Trump administration’s broader agenda to reduce regulatory burdens on businesses and promote innovation. In total, Trump clawed back nearly 80 executive orders signed by Biden.

During his campaign, Trump also pledged to introduce new AI regulations that prioritize free speech and human flourishing while avoiding overly stringent measures.

Interestingly, Biden’s executive order also set out guardrails for how the federal government uses AI. Aligned with the order, many departments and agencies have hired Chief AI Officers. So far, it remains unclear how the Trump administration will deal with AI policies led out by Biden.
