Virginia has become the first state in the U.S. to launch an agentic artificial intelligence pilot to modernize and streamline its regulatory framework. Governor Glenn Youngkin announced the initiative through an executive order, marking a historic move to leverage AI for regulatory reduction.
The AI tool will scan all existing regulations and guidance documents, flagging redundancies, contradictions with statutes, and overly complex language. It will also empower state agencies to conduct ongoing reviews, ensuring regulations stay updated and easy to navigate.
“We’ve made tremendous strides in streamlining regulations,” Youngkin said. “Now, by using emergent AI tools, we will push this effort further to unleash Virginia’s economy in a way that benefits all citizens.”
Virginia has already exceeded its 25% reduction target for regulations set in earlier directives, cutting 26.8% of regulatory requirements and nearly 48% of the words in guidance documents. The new AI-powered initiative will help struggling agencies meet their reduction goals while ensuring those already ahead can maximize efficiency.
