Orange Spain’s 1,000 AI Agents Put Enterprise Governance to the Test

Orange Spain, one of the country’s leading telecom companies, has deployed more than 1,000 custom AI agents across its operations, moving from isolated pilots to an enterprise‑wide “AI Factory” built with Google Cloud’s Gemini Enterprise,according to an October 8 release. 

The company wants to industrialize AI use, reduce data silos and let non‑technical staff automate daily tasks while maintaining enterprise‑grade security and centralized control. 

The rollout is built on a consolidated data platform that gives agents access to verified corporate data instead of scattered sources.

The agents are being used across human resources, IT, sales and customer service to automate workflows and speed up internal operations.

Google Cloud’s robust infrastructure and advanced AI allow us to streamline operations, drive sustainable efficiencies, and deliver groundbreaking services that keep us at the forefront of telecommunications innovation in Spain.”

Scaling Agents Requires a Strong Data Foundation

Orange Spain said it reduced data silos and consolidated millions of data points generated by its telecommunications operations before expanding its agentic AI deployment.

For chief data officers (CDOs), that approach connects AI deployment with data‑management practices around data quality, accessibility and consistency. Without those foundations, deploying agents across multiple business functions can make existing data problems harder to manage at scale.

Google Cloud said Orange Spain has given Gemini Enterprise licenses to employees across major business areas, allowing them to create custom agents through a low‑code framework. For CDOs, broader employee participation creates an AI governance challenge: organizations need visibility into which agents exist, what data they use and how their outputs are being applied. 

Orange Spain’s use of centralized control and enterprise security alongside employee‑created agents shows how governance has to scale alongside adoption.
