OpenAI has announced the launch of Stargate Norway, its first major AI infrastructure project in Europe, marking a significant step in its global expansion under the OpenAI for Countries program. Located in Narvik, the initiative aims to deliver one of the continent’s most ambitious AI data centers, fueled entirely by renewable energy.
In partnership with infrastructure provider Nscale and industrial giant Aker, the project will initially deliver 230 megawatts of capacity and deploy 100,000 NVIDIA GPUs by the end of 2026, with plans to scale further to 520 MW. The facility will use closed-loop liquid cooling for efficiency and repurpose excess heat to support local low-carbon enterprises.
“Stargate Norway is about more than infrastructure—it’s about democratizing access to AI innovation for Europe,” OpenAI stated, emphasizing the project’s potential to empower developers, researchers, startups, and the public sector across Norway and Northern Europe.
OpenAI has committed to being an early offtaker of compute capacity and will collaborate with Norwegian authorities to align the project with the country’s sovereign AI ambitions.
The announcement follows OpenAI’s recent infrastructure partnerships in the UAE, UK, and Estonia and signals a broader push to build sovereign AI ecosystems globally.
