In a landmark move that signals Delaware’s ambition to lead in next-generation technology, Governor Matt Meyer has signed a joint resolution to launch the state’s first AI Sandbox Program, a controlled environment to test and refine artificial intelligence applications across key sectors.
Billed as one of the most forward-thinking state initiatives in the U.S., the AI Sandbox will enable companies to experiment with advanced AI tools—particularly agentic AI—in areas like corporate governance, biotech, healthcare, chemicals, and financial services, all under strong regulatory oversight.
“This initiative creates space for visionaries and risk-takers to responsibly test cutting-edge artificial intelligence technologies in Delaware,” says Governor Meyer, emphasizing the importance of transparency, public trust, and economic opportunity. “We’re not just keeping pace with innovation—we’re helping shape it.”
The sandbox will temporarily relax certain regulatory barriers, allowing startups and enterprises to test AI systems in real-world conditions while maintaining safeguards for consumers. It follows Delaware’s legacy of business leadership, home to over 60% of Fortune 500 companies.
House AI Commission Chair Rep. Krista Griffith called the move a commitment to “ethical, transparent, and beneficial” AI, while Sen. Stephanie Hansen highlighted Delaware’s edge in piloting agentic AI within corporate governance—a nod to the state’s stature as America’s legal and corporate hub.
The AI Commission is now tasked with drafting full legislation by January 2026, aiming to formalize the sandbox framework. Once enacted, oversight will come from a diverse body including members of the Secretary of State’s office, judiciary, legislature, and gubernatorial appointees.
